Public Gas and Electric Utility Operations

The Missing Piece in Utility Operations—Modern Document Management for As-Builts & Service Orders

Most utilities have invested heavily in advanced systems like ERP, GIS, and service order management to streamline operations and boost efficiency. Yet, despite these robust platforms, the management of critical documents—such as as-builts and field service records—often remains fragmented. Important files can be scattered across departments, stored in filing cabinets. or returned from the field without a clear process for secure storage and retrieval, leaving utilities exposed to compliance risks and operational delays. And leaving field staff in the dark.

You have ERP, GIS, and Service Order Management Solution—But You are Missing Something

Missing piece for public gas utilities

Utility companies face several persistent pain points when it comes to managing as-built drawings and service order documents. These critical records, often returned from the field, are frequently scattered across various locations, making them difficult to retrieve—or worse, lost entirely. Poor document control creates significant compliance and audit risks, as it becomes challenging to demonstrate accurate records or meet regulatory requirements. Inefficient workflows further slow down operations, causing delays in decision-making and project completion. Additionally, the lack of seamless integration between field documentation and existing systems leaves valuable information siloed, preventing utilities from realizing the full benefits of their technology investments.

  • As-built drawings and service order documents returning from the field are often scattered, hard to retrieve, or lost.

  • Poor document control increases compliance and audit risks.

  • Inefficient workflows lead to delays in decision-making and project completion.

  • Difficulty integrating field documentation with existing systems causes information silos and limits operational efficiency.

If you could solve these issues, would that be a time saver for you?

Benefits of Document Management System

While many utilities have invested in powerful operational systems, the absence of a dedicated document management solution creates a critical gap. A purpose-built Document Management System (DMS) is essential to effectively capture, store, and manage as-built drawings and service order documents returning from the field. Such a system not only centralizes important records but also streamlines workflows, enhances collaboration, and ensures compliance—completing the utility’s digital transformation journey.

A purpose-built Document Management System (DMS) is essential to:

  • Capture, store, and manage as-built drawings and service order documents returning from the field

  • Centralize important records for easy access and improved organization

  • Streamline workflows by automating document routing, review, and approval

  • Enhance collaboration between office and field teams

  • Ensure compliance with regulatory and audit requirements

Most importantly, a modern DMS provides field staff with:

  • Quick and easy access to the documents they need, anytime and anywhere

  • Real-time updates and the ability to upload new information directly from the field

  • Seamless connectivity with office systems, reducing delays and errors

By bridging the gap between the field and the office, a dedicated DMS boosts productivity, reduces operational risks, and completes the utility’s digital transformation journey.

A Good Document Management System Has:

  • Centralized Storage:

    • Securely store all as-built drawings, service orders, and field documents in one easily accessible location.

  • Role-Based Access and Version Control:

    • Ensure only authorized personnel can view or edit documents, with full tracking of changes and version history.

  • Automated Workflows:

    • Streamline document routing, review, approval, and archiving to eliminate manual handoffs and reduce errors.

  • Seamless Integration:

    • Connect document management with existing ERP, GIS, and service order management systems for a unified workflow.

  • Advanced Search and Retrieval:

    • Quickly locate documents using metadata, tags, or full-text search, saving valuable time and reducing frustration.

  • Mobile and Field Access:

    • Allow field staff to upload, access, and update documents on the go, ensuring real-time collaboration and data accuracy.

  • Compliance and Audit Readiness:

    • Maintain complete audit trails and retention policies to meet regulatory requirements and simplify audits.

  • Scalability and Flexibility:

    • Adapt to growing document volumes and evolving utility needs without compromising performance or security.

These features highlight why a dedicated document management system is the essential missing piece for modern utility operations.

Security and compliance

Security and compliance are critical priorities for gas utility companies, given the sensitive nature of operational data, customer information, and regulatory requirements. A robust document management system ensures that all records—ranging from engineering plans and safety protocols to payment details—are securely stored, encrypted, and protected from unauthorized access.

Our Laserfiche solution for public utilities offers centralized storage with strict access controls, version tracking, and audit trails, making it easier to monitor data usage and maintain the integrity of critical documents.

These features support compliance with industry standards  and government-mandated recordkeeping and reporting rules, while automated retention policies and real-time monitoring simplify the process of preparing for audits and demonstrating regulatory adherence.

By digitizing and securing documentation, gas utilities can minimize the risk of data breaches, avoid costly fines, and ensure uninterrupted, compliant operations.

Using AI To Captured Data

Hemingway AI OCR Data Capture

AI-powered handwriting recognition is transforming how utilities handle as-builts and service orders returned from the field. Instead of relying on manual data entry or hiring offshore contractors—both of which are prone to errors and delays—advanced AI can accurately capture handwritten notes and sketches directly from scanned documents. This technology eliminates the common issues of misreading handwriting or inputting incorrect data, ensuring that critical information is digitized quickly and accurately. By automating this process, utilities not only save time and reduce costs, but also improve data quality and make essential records instantly accessible to both office and field staff.

But, Is It Accurate?

I wasn’t sure how accurate AI would be at capturing handwritten data from documents like the one above.  So we ran a test, 25 as-builts processed by our AI solution, and then I personally captured the data manually.

We compared the results and I told my AI engineer that it did really good we only had a 15% error rate.

He said he was surprised so we looked carefully at my captured data and what AI captured. And guess what MOST of the errors were mine.

The AI had only one very minor error, and all the rest we my errors.

So, is it accurate? Yes, probably better than your staff or outside contractors.
